In Reforged/1.32 putting things in the _retail folder of your Warcraft 3 installation automatically allows you to use local files. It in fact also works with Custom Campaign data.

You actually can export everything through the World Editor, but every data file is named in a specific way "war3campaign.xxx" and some other files. To pull up the full list as such, you should use an MPQ editor like MPQ Editor to open up your campaign file (w3n) and extract everything with the "war3campaign" name in it such as the files in the picture below:

Take all of these files and drop them in the _retail folder (NO SUBFOLDERS beyond this one).

From this point you should be able to run any of your campaign maps (perferably from the same campaign you got the above data from) and it will pick up the Campaign Data as normal.

Yes, it's messy. It also works.

This is from a map that otherwise has NO Ability Data in it; it all came from the Campaign Data.

Warcraft 3 apparently will still look for Campaign Data even when loading a single map outside of a campaign file.

Note that for editing purposes you still want to use the World Editor's Campaign module to edit Campaign Data-- that part still works, and it's still the only way the World Editor recognizes them (it doesn't appear to read them out of the local files particularly well).

The trick now is how to compact all of this.
