[General] Create Fog Over an Irregular Shaped Rect

To create an irregular shaped rect, I add several rects to a region. Here lies the problem. Fog modifier functions only take rect, therefore I am forced to create a fog modifier for each rect and maintain them.

Is there a way to reduce the number of rects and fog modifiers to at least one for each player to work with?
 
Is it just for the graphical effect?
If so why don't you use a doodad model, like from the ultimate terraining map 4?
