[General] could someone help me fix a bug

in war at sea, the mining ships insist on delivering gold to the flag ship when there is one on the map, even if it is far away. when there is no flag ship they delivers the gold to the ship yard. once the flag ship is built the mining ships goes past the ship yard to deliver to the flag ship. there is also a rare crash which i want to fix but i have no idea what is causing it.
