Contest (+polls) announcements flagrantly visible plus notification?

I know this sounds wicked but would you implement a spam bot to send every member of the Hive a message when a contest poll is up (one message per poll without reminders)? Many people have problems seeing the announcements on the index page. Because of this, we are not having decent statistics.

I know however, it would increase the chance of people voting. That would be helpful when there is/are 1-2 judge(s) per contest.

We can also force everyone to read the rules by making a quiz. If you don't pass the quiz, you can't see anything on the site at all. It would make sure people read the rules...

That'd really helpful to reviewers. It would be best applied to those wanting to submit resources.

One can already "watch" the Arena forum and then receive an alert when a new thread is open (which don't happen so often so it's not spam) for a new contest or poll.
Maybe make a news to encourage people to do that if they are interested in contests?

Here's a possible solution:
There could be a button that's disabled by default. That way you wouldn't have to deal with all of that bandwidth that comes with mailing inactive members, or the majority of the active members, who don't care.

There's also the option of promoting Deepstrasz & Thelordofchaos to "Official, Important, Invaluable Administrators of The Contest Announcements that would otherwise go unnoticed".
With them taking on the task of keeping a mailing list, and notifying the 6 members on said list.
