Computer player is selectable

I'm having an issue with the editor that a player slot in Scenario -> Player Properties -> Players that is set to "Computer" is selectable when hosted online, and is open. What am I missing here? I'm sure this is a stupid question but I cannot find out what I'm doing wrong.
