Comment before Voting.

I don't like the fact that you MUST have to leave a comment before you're able to vote.
Sometimes, I don't feel like writing a comment but I think it's usefull so I just want to vote for it.
Or if some jackass vote for a unneccesary 1/5 I want to make it normal.
And if something is too old, I have to leave a comment and that would be necroposting then...

I laughed at the lack of meaning in this sentence. Because of this rule downgraders have been, to some extent, abolished.

Also, resource threads are excluded from the necroposting rule.
