Choose faction window at the start of the game

There are some altered melee maps which come with custom factions (or races, I see them as factions) which says things like:
- WHAT RACE WILL YOU CHOOSE? -
*Human
*High Elf

Like, you choose human on the Custom Game menu and when the game starts a window comes out of nowhere asking if you want actually the humans or the high elves. Could someone, please, tell me how to do this?
