Just as the title said can i open WE multiple times,

Not on the same OS instance without performing some sort of modification as it will check for other WorldEdit processess running and abort if one is found.

You can however run as many as you want in compatible virtual machines.

Gameplay constants (one of the menu options up top of the main window with terrain). I think it requires the expansion (The Frozen Throne).
