Campaign Main Menu needed

I want to turn one of my picture into a campaign main menu can anyone teach me how to do it? (Campaign Main Menu: the screen where you select the chapters)

Though this maybe your first time hearing this but i know it can be done because i've saw other campaigns before with a 2D main menu.

Campaign Main Menu: The screen where you select witch level to play or continue from.

Example (Select a Level...):
Chapter One
The Ugly Poop

Chapter Two
The Cookie Thief

Chapter Three
What So Ever........

Correction, it's not a 2D background on those campaigns. It's a 3D modelled flat plane with a picture on it. It's kinda difficult to do, so I'm sorry to say I won't begin trying, since I've never done it before...
