Camera issue

Instead of Pan Camera, I'd suggest using 'Follow Unit Group with Camera' instead, and then use 'Convert Unit to Unit Group' for the unit group.
So far I know, Pan Camera doesn't work with mouse rotation etc. turned on, but my suggestion does.

But as much as I know, Follow Unit(s) does not change the position of camera, it just turns it towards the unit....

EDIT:

I didn't find convert unti to unit group, but I tryed this:

I created a unit group and I put inside only my unit. Mouse functions were flawless but camera was just staying where it was. It followed units movement but itself didn't move. I was also able to move camera around using minimap ----> not good

Thus it isn't working...
 
Rather strange, as it does work for me... I'll try to explain the steps:

1. Create a new Action, and find the Action named 'Follow Unit Group with Camera', it's in the 'Camera' tab.
2. Set the player to the desired player.
3. Set Unit Group to 'Convert Unit To Unit Group' (Source: Function).
4. Set the Unit to your desired unit to be followed.
5. Keep Clear Current Target.

It should work, and if not, then I don't know. Anyways, shutting down my computer for now, so I'll see tomorrow.
