The attachment point is specified by the model. If the model lacks an attachment at the position you want then you may have to use a custom model with the attachment added to it. It is also possible to offset effect models to help compensate if a custom effect model has a smaller file size than the unit model.
Following what @Dr Super Good said, you can instead create an special effect and edit its size and position until it looks as you wanna, and do a trigger to do that for every constructed tower, but you need relate the effect with the tower to destroy it when the tower dies, so you will need a Unit indexer.
