I don't see (too many)similarities between them, maybe you had another image as reference.

Maybe he used the latter for BG. But still it's unclear on what Blizz icon it wss based from. :[

Just change the color and brightness and you have the base image. All what I did was some layer work and distorsions, and some freehand to get the wave look.
