You need better tools. There are a variety of options but the first free one that comes to mind is GIMP.

Try it out, play around with the tools and think about how you can use its tools to produce different sorts of details and effects.

I go to download GIMP by clicking orange button "Download GIMP 2.8.14 Via HTTP (.exe)". An error message popped out when I click run button in gimp-2.8.14-setup-1. It is written that the set up files are corrupted. Please obtain a new copy of the program.

I advise u to not use MS Paint for creating icons.
Also, it'd be good to read the Icon Submission Rules.
Choose a suitable art program that will help u to reach ur goal.

Is MS Paint not accepted? I draw them by using airbrush in paint mostly.

Why is it rejected? How to say? Can you explain it in a bit more details? I have read icon submission rules so many times but I still don't get why my TrackerOrb is rejected. (?).(?) @.@

We have some criteria here, and ur icon doesn't meet the required quality for approval.
The art program that u used didn't help u to get the required quality, the icon looks pixelated and undefined.
