you should try using only the hard brush, it will look more clean and more crispy IMO.

but other than that, for me, this icon deserves a 5/5.

Right now, it looks a little blurry, but don't remake it. I recommend you to use a hard brush unto the bluish clouds with white color with 50%-70% opacity and define the clouds much more so it doesn't look quite blurry. And for those lightning-like white lines as The Panda said you could change it to a beam like thingy
