Make New Document (black BG)
Filter>Render>Lens Flare (105mm prime / 100%) >
Disort>Polar Coordinates (Polar to rectangular) >
Image>Rotate Canvas>Flip Vertical >
Disort>Polar Coordinates ( Rectangular to Polar) And i got that

Cut little...And then changed color (Ctrl+U)
Added Brushes.

And then smudge little
