Base ability for an item targeting item ability?

Is it possible to have an item which when used makes you select an item, then I can just trigger actions from that? If so what ability base should I use to make this ability?

i'm pretty hopeless with picking abilities, what ability should I use that has a target cursor appear and that I can set to only target items?
