Bans for modded map users?

I decided to start a new magician today and proceeded to level when I noticed somebody loaded. He was a 37 Necro with horrid gear, and I was thinking that was acceptable since not everybody was lucky. But he died, and I noticed he had 980-some Mana Crystals. Easy way to spot a map abuser. Can we get a ban off the Gaia bot for people we can prove hack? Picture related.

I think it's some bull that people can cheat the hell out of a character and still get to play. It's just annoying to see too. Any solutions?

If I ban a name, it will also ban people with the same name on other realms.
Also, he would just use a namespoof or create a new account and hack a new character.

You can see that there is no way to prevent that except not playing with people like that.
