From which item did you create this item? Make sure you use an item that is usable such as staff of teleportation or wand of illusion (charged).

Ive tried basing it on Silk Brooch and then on wand of illusion.
Web (item) is based on an atc spell and fires correctly so im not sure whats happening. Somewhere in this forum ive read along the lines of "item ability must be targetting in order to function", but i remember Curse being unit target too, just like Web.
When rightclick on the item, the atc toggling sound is heard, so i presume Curse not becoming single-cast despite turned to an item ability, is preventing it from firing.

Do you have any other abilities on that item?
Passive abilities maybe?

The order in which they are placed inside the ability field in the object editor defines what ability is the base ability and will be used when actively used. (IIrc, it is the first ability in the list.)
