ANeg fatal on non-heroes

ANeg always trying to get inside AHer structure, withouth checking if there's one, and causes fatal error if applied to non-hero.
Add simple check there to allow ANeg on non-heroes

It isn't impossible HeroicUnit - Engineering Upgrade on non-hero units!, though a easier method without breaking anything would be nice.
