How does the AI know if they are at a disadvantage, if the enemy is vulnerable, etc?

If the AI is fighting another army of an assortment of units, how does the AI know how much power each enemy unit has(therefore then deciding if to fight or run)? Is it point value? Level? Any other information regarding AI decision making(particularly custom melee AI) would be greatly appreciated.

My issue right now is that the AI runs from everything. Every time a unit gets attacked, that single unit runs(I disabled this completely but it would be nice to have on with moderation). Often, the AI retreats in the dumbest of ways, even if the battle is even or favored.
