Add preference to disable animated user/banner images

Hi,

I would like to have added an option to hiveworkshop.com/account/preferences that allows me to deactivate animated avatars and banners.
Some of them can be really annoying and I would prefer a still image or like discord only animateing during hover.

Low priority and idk if possible with xenforo, but would be nice

It's a great suggestion. I think I actually took steps to make avatars animated at all, a middle-way sounds good.
