Action - Create Image - What does Z Offset do?

I tried multiple z offset values but it does not seem to do anything? Am I missing something?

I don't think I've ever seen a floating image before which is what I assume Z offset would control. What are you trying to accomplish?

Assuming it is an implemented feature that does something, Z offset be related to image ordering when multiple images cover the same terrain. Different values of Z might mean the image gets rendered over or behind other images.
