I'm on 1.26 actually, because here on Game Ranger, the client that I play, most people are on 1.26. It will take a very long time for everyone to update sadly.

How? I don't understand how there is no difference between % attack speed and base value, you can clearly see that % atk speed scaling changes based on hero's attack speed.
It makes more sense use all those bonuses as raw numbers to make up proper formula, instead of "percentage" and questioning which base value get modified. More clear
