Yes: you must have a valid copy of TFT installed to access/use those resources.

RoC can play / open / use RoC Data, Models, Etc..
FT can play / open / use RoC and FT Data, Models, Etc..

I'm not exactly sure what you're asking, though. You can import TFT things into RoC maps.
