Ability at the start without seperately leveling it

Hey hey people

Is there a way to give a hero a passive ability, he has right from the start, without having to level it seperately? I made an amphibic hero and want him to have a passive ability, which says that he is able to swim, but without having to level it.

Create a custom ability based on Moon Glaive or Storm Hammers; remove the requirements; change the button position, name, icon and tooltip. Then just add the custom ability to the 'Abilities - Normal' field of the Hero.
