1) How to make doodads bright? For example, how can I make the model of the streetlight shining in the fog?

2) I'd like to use a custom model for the Bifrost (Thor's Ability) I am now using the DarkPortalTarget

Use this. Either attack it to its head (I don't know if that could work) or do some height things with World Edit.
Or, you could increase the "YOU" unit's visibility, so he can see the streetlight.
