Aren't there already like 16 programs to do that?

Both WEX and JNGP support "//! FileImporter" or some command really similar to that, and it was the same command in both of them. There was also a "//! FileExporter" command to dump the files to a folder.
JNGP also had a menu option called "Import Files" that would do it graphically.

You can also do that in MPQ Editor but then MPQ Editor does not generate the .imp file, so maybe you don't like that. I guess I'm figuring you probably wanted your .imp to be generated, also?

So, in the 1.31 World Editor (although it saves maps in a 1.31 specific format that cant open on any other version) you can save two maps each as folders, copy files between the folders, then open the second map and save back to a .w3x. When you do this, the 1.31 editor will generate the .imp file so that you see everything in the import manager that you had placed in the folder.

So there are a lot of options already, but it is true that we could make more
