It is for people who want to use an enhanced version of an outdated version of WC3 (and yet which is considered to be great by many people) on a modern OS

Yes and no. The final WC3 version officially compatible with Windows XP is v1.29.0. Therefore XP users are 'stuck', and have to choose a suitable version from this one downwards.

Because Blizzard has started breaking things with 1.28.x, these ones are imho not desirable. And because the environment audio effects have been removed starting from v1.27a, it means v1.26a is the most fit version, because this one brings the full gaming experience. Unfortunately, this version is also not designed for Vista (and above) OSes. Hence the reason why this it must be installed and run as an Administrator on these modern OSes.

The best OSes to play with v1.26a are w98SE, ME, W2K and XP for a variety of reasons. Now, try to explain that to kids who only know W10. *sigh!*
