I'm not well-versed in this whole thing (Sound stuff), but AFAIK we can't use "import" sounds (like sound-sets, specifically) into the game like we can with custom models or icons or, well, anything else. Custom music can be imported & played I guess, but if you want to make a sound-set, you have to import all the sound-set files **and overwrite an existing sound-set with them** to get them to work. You can't just import, you have to overwrite.
