I think they can are atleast are meant to. Admin Contact is meant to be the only section which banned users have access to.

Moderators can not perma-ban directly. Instead they give out infractions. If a user gets enough infraction points he is automatically banned until his infraction points start to expire. I think moderators can hand out permanent infractions and issue infractions worth enough to get a user banned.

Moderators however only issue infractions if a user is constantly breaking rules and permanent ones only in extreem cases.
