Bills are supposed to be cheap weapons for low-rank foot soldiers, because it's easy to make.
When they can soldiers gets a Halberd, more durable.

Yes, I know, but I wanted to add more variants of polerams to my units. Since I already had spears, lances, glaives, halberds and polehammers I gave them a bill. Also the facion is somewhat English based. Very somewhat.
