I think the nuclear radiation resulting from the March Japan earthquakes affected a little more than the drinking water...
Oh, and try watching the video from 0:52 to a little onwards, with your eyes closed. Sounds like something the scriptwriters were doing.

Meh, on a scale of 0 to Evangelion this is only a 4. Is it nonsensical and bizzarre? Sure... but it will take more than a plot inspired by a nose full of angel dust to stand out as "bizarre" in the world of anime and manga.
