A skin like that can never be approved. No shading. No detail. No definition.

Take a look at some good skinning and coloring tutorials and do some serious practice. Then post it in the WIP thread in forums to gain feedback, so you can improve your skill.

It's supposed to be a tiger BEAR. I guess that means that the genes could have messed with the fur patterns a bit!

I've never said it should be a tiger, but that skin should have the tigerish patterns on the bear and some good shading! Now it looks messy, flat and horrible.

Seriously, your skins will never get approved if you don't learn how to make skins with acceptable quality.
