Well, this icon must be special. You must to show some very cool effect of revealing hidden units. Those blue lines dont fit at all, and I refoment you some stronger ligh and effect up to eye.

what could i add to it? some ideas in mind?
i tried to add more light to eye, but i cant cuz its aleardy almost white. i did add pure white round but its hardly seeable so i guess i can shade it a bit more to show the white round more.

Maybe make the background more gypsy-mystic like. You can darken the lower bit of the eye to make the top bit seem highlighted.

Well since its "sight" make a small shine on the eye first, then for the BG i suggest the same thing you have as the background now but in a lighter shade of white, what i mean is lower the opacity a bit, also re-size the background so it comes forward a bit.

made blue circle with no headress, draged some smudges, buted some white color on rays I made and smudged those again to combine with blue color. Deleted effect from center to unhide eye.

I dont think the background is a great problem. The icon is very good, too good to be exact. It gives me goosebumps when is see it. The eye is scaringly realistic.

I think tis a bit 2.... detailed. Not a very nci eicon to put on a simple spell. Fix the bground colour and maybe make it more "cartoony".

I like the icon and I think that the color sheme is good aswell.
My only suggestion would be that you would change the bg to something that would strenghten the intention of that icon ( something that also represents sight or something like that)

It looks like an eye tower. I like NFWar's version, has a feeling of true sight (something like that).
