Here are my thoughts about it:
In terraining we also use color values, tinting as it's called in WE to make the models we use fit better next to differently textured models.
Your terrain, while it's intended to have a dark, gloomy and hopeless feel, it looks rather bright. Which, to my understanding isn't quite what you were going for.
Not bad though, I quite like the composition. I just feel that the details look rather thrown around in places. They're too wide from each other.
If this were real life deserted town, I'm sure that not every object would be wide away from each other and there would be actual piles of thrash in some places while others would be somewhat open and have vegetation creeping out of old buildings.
Also, some roads might be totally cracked open on certain streets due to the elements and once again pile of debris or vegetation.
