I've always like The Elder Scroll series and their "Creation Kit"
It's pretty flexible but the recent Steam-only download for Skyrim's Creation Kit is a total bullshiit.
Fallout 3 has an amazing editor too (GECK) but the New Vegas version is less satisfying.
The ones I'm really waiting for their editors are Torchlight 2 and Elemental: Fallen Enchantress.
