I think you should avoid the smudge tool, its easily abused by people because it seems easy, but really, you avoid learning how to merge and blend things by yourself.

I recommend you redraw over the fuzziness with a more solid brush, atm it looks abit too hairy and blurry. Once you have that defined, I think it would look like a good icon
Nah, I mean one of these doodads, you connect the pad to the computer, draw on the pad with the pen, and it translates as a pen/mouse/cursor to your screen so you can draw. It has pressure sensitivity so you can do painty/strokey stuff ... mine cost me 500 dollars ..but you can get some for 100 dollars, I recommend Wacom only, as they usually have the licensed drivers to work with photoshop.

This looks a bit Messed up since you put too much smudges on the Blade including the handle, but needs more sharpening and more details on it, I suggest you to use a Wacom Graphic tablet as Kimberly said.
Can you add it with a Glow? it would be better and an Epic design of it. Even the blue thingy at the middle of the sword (Top Middle) It needs more Great shading and glows.
No bigFiend, you were viewing the expensive ones, the cheapest ones cost around 50 dollars/euro. I got mine for 60 lv or so (my first one, 2lv=1euro btw). It takes some time to get used to it though.
