Wrapping Region

Simplest way I can see to do it is to first make a region slightly larger than the wrapping region, then create a negative region inside that region equal to the size of the wrapping region. Whenever a unit enters the region, it moves them to the other side, changing one of their coordinates (ie either x or y) but keeping the other one the same.
