I am wondering
if I have trigger that fires every 20 seconds (example) and I turn it off at let's say 5th second, does the event pauses at 5th second and then resumes after I turn it on again or it will continue to count down to 0, but won't fire actions?

It should continue counting, but no action will be fired.

If you have 2 triggers which runs every 20 seconds of game and are turned off at start. Then you turn on the first, and after 5 seconds you turn on the second. Now maybe you would think that their actions will have a time difference of 5 seconds, but their actions should still run at same time, I think.

You can use timers. There are functions in jass to stop/resume timers.

If you create a periodic event in gui, there runs a periodic timer in background which is never stopped I think.
