Why RallyFlag repeats move sequence of the my model in the game?

Hi everyone!

Why RallyFlag that assign in the game to the my model is moving with the sequence of Bone_Chest of the my model while with alot of others of the models it don't moving?

Because the Rally Flag is Animated while other Model Are not (Because It's Not Needed for blizzard own use)
