Why cant target anything with devour?

Cant target anything with devour ability, I changed it into hero ability and targetting unit below level 5 but nothing happens.

This is pure speculation but look at the kodo beast and make sure classifications and things of that nature are carried over.

My guess would be somthing related to cargo load ability your hero not having.

You need the cargo hold ability used by the kodo beast too
