While learning a spell, icon sometimes turn green

Hello,

I am struggling with a little problem I came across;

it's that when I want to learn a spell, icon is fine, but on level 2 and 3 (there's 5 levels) it just turn green. Does anyone know what to do?

Are those values correct?
