Here you got a little comparison of the most recommended programs for your purpose:

Milkshape series

Advantages:
  • uses many file formats
  • pretty easy for beginners. There are many tutorials about it as well on the internet.
  • icludes everything needed (Skinning, Animating, Modelling, etc.)
  • easy overview of the program. Not as confusing as others.

Disadvantages:
  • pretty expensive to buy
  • trial version has only very few featues and options

3DS Max series

Advantages:
  • also supports many file formats
  • icludes everything needed (Skinning, Animating, Modelling, etc.)
  • offers nearly more options than Milkshape
  • animating is way easier in 3DS Max than in Milkshape, but it takes more time to learn it properly

Disadvantages:
  • also pretty expensive to buy
  • trial version has only very few featues and options
  • hell-loads of options, which makes it hard for beginners and even harder for complete newbies in modelling. Not recommended as the beginner's first choice

Gmax series

Advantages:
  • pretty easy to learn, due to the fewer options and features
  • icludes everything needed (Skinning, Animating, Modelling, etc.)
  • it's a freeware --> can be downloaded legally for free

Disadvantages:
  • might have to few options than needed
  • doesn't bring the best results, especially for super-detailed stuff like Oblivion models and such
  • doesn't support that many fileformates.

Blender series

mostly, the same as Gmax:

I hope this is of help for you.
