It does indeed look Blood Elvish. The armor is very elvish along with the hair. The mesh, though, isn't the greatest for this skin.

It's a nice skin, but the base model is kind of... ugly. Use the priest or some unit with big ears for this skin, and it'll be GOLDEN.

Blood Elves need to be thin and with long ears, not fat villagers. Otherwise it looks pretty cool.
