I'm sorry, but this skin is a recolor of another skin. It is okay to base your work on someone's else as long as you have a permission from the original author, but your icon still needs to follow the rules and be of at least said percentage freehanded, which using someone else's skin, even as a base, does not constitute for. Recolor isn't considered freehand.
Take a look at skin submission rules, and try to draw it on your own
