User-controlled hero gains 0 EXP when allied computer-controlled unit kills enemy ?

As far as I know this is present already when making a map, go to Gameplay Constants and find Hero XP Global Distribution then set it to True so you will gain EXP through other player kills on enemies and false to disable the distribution.

I do think this is what you need? By the way, your title seems to be confusing or somehow misleading due to how different your question on the title and at the main content.
 
Im sorry to confuse:

Allies:
Player 1 Red - User Controlled
Player 2 Blue - Computer Controlled

Enemy:
Player 12 Brown - Computer Controlled

If Blue unit kills Brown unit, Red Hero doesn't gain any experience. (I set XP Global Distribution on).
 
Global distribution is ON (I want to gain experience when Player Blue - Computer kills an enemy unit).

Also, my hero is near the dying unit and the killing unit... still no experience gained.

A second problem I'm having is finding the location in world editor to change the range for gaining experience from units killed by an ally.

Fixed it:

Building Kills Grant XP - True
