Upgrade and downgrade ability by item

How can i increase hero's spell level by picking some king of item, and when that item is dropped level is lost.
For example, i have Blizzard lvl 2, and i pick up item, now i have lvl 3 blizzard, and i can learn one more level, same if i have lvl 3 blizz. its upgraded to lvl 4 but ussualy i can learn 3 levels only.

I suppose somtn engenering upgrade.

You should have checked to see if engineering upgrade worked before making this post.

Y, my bad, but still, is this a wc3 bug if you put Engineering upgrade to archmage upgrading his blizzard, he will get visual effect, spikes from cryptlord when learning Spiked Carapace ? Can I somehow prevent this ?

"Seems like engenering upgrade has some efect on some units, like archmage, adding him carapace spikes effect, that can be removed by adding other buff or deleting attachments from engineering upg. buff, by deleting engineering upgrade hero will still get effect."
