Unit Displaces Building

When using the default pathing map for a farm (4x4simplesolid.tga) buildings get placed reliably where you put them. If your builder is in the spot where the building should be the builder gets moved elsewhere.

I need my building to be ghosted though where units can walk through (they will be train tracks which are supposed to be walkable). This works great if I use the pathing map for a circle of power (4x4unbuildable.tga) but then I run into a new issue. Now if you build on top of your builder the building moves instead of the builder.

Is there a way I can keep the walkable pathing map but displace the builder instead of the building? Is there an alternative approach to get the building both tileable and walkable without using 4x4unbuildable?
