I think you need something like this:

  • Hero Point
    • Events
      • Unit - A unit Acquires an item
    • Conditions
      • (Item-type of (Item being manipulated)) Equal to YourItem
    • Actions
      • -------- Make your item a powerup --------
      • -------- It must be used when hero picks it up --------
      • Hero - Modify unspent skill points of (Triggering unit): Add 1 points
NOTE: Comments can be deleted. :)
