[General] The chance to miss attacking up cliffs

How do I remove this? I could swear I've seen it somewhere. I've trawled through the gameplay constants about 3 times and haven't found anything, help will be greatly appreciated!

Combat - chance to miss (moving or high ground) set this to 0

Additionally, splash damage from attacks ignores misses. Thus if you want a unit that can never miss you should give it a small area splash attack of full damage.
